I doubt it was done on purpose, maybe just an oversight from someone working on the car earlier. May have not torqued it to spec.
By install them correctly, I mean that they have to be in the correct position. The black-headed bolts with the oil passages need to be on the spark plug side of the cam. If they are installed on the opposite side, the cam followers will be oil starved.
