I mean you have to disconnect that wire off VR and put one DMM probe into that socket on that wire while having the other probe on the engine body (or any other good clean ground) and turn the ignition on. If you measure zero voltage - which is what I'm expecting - then new VR is bad. Otherwise, it's either the wire or the bulb.

I don't know how you'd kill that bulb - even if you run it across battery terminals it'll just light up. Incandescent lamp is just a plain resistor and to kill it you've got to apply too much voltage. In a car you've got to go deep into ignition in order to get significantly more than battery voltage. Or to hook up to some inductance - like an electric motor - while shorting or braking the circuit. Either is far away off the alternator.
