this is how I do it. I've found over the years that it's virtually impossible to do with the turbo in place, and nearly impossible to do with the turbo support bracket in place.... so I've found this works. And it only takes three hands too! Actually you can do it with two.
With the turbo either out, sorry, put the return tube on the turbo with new gasket, and ONLY screw the two bolts in about half way...
replace that green oring in the block with a new one.
have the four bolts and nuts for the turbo at hand.
maneuver the turbo into place and work the return tube into the block, it's a VERY precise sleeve into bore type of fit, having slop on the bolts to the turbo works wonders here, once it's line up you will know it, like finding the thread on a pesky bolt finally... push it in all the way and hang the turbo by one bolt, I like the top outside as it's easy, make sure you put the metal gasket in. Do the rest of the turbo bolts.
Then reach under and get the two bolts on the return line (12 mm iirc) you can reach them leaning over from above, an extension on one will do it.
I have never been able to get the return line bolts to line up on the turbo any other way AND get the fitting plugged into the block too.
