If it's an EGR car, your EGR valve could have frozen open or shut. That would also cause that problem. Mostly '90 SPGs shipped to Cali had EGR. You will know because there is a hose with wire coiled around it that runs directly from the exhaust manifold, around the front of the engine and hooks up under the intake manifold.
My other best guess is a broken PCV valve (coming out the top of the valve cover). Common problem, does cause that same issue.
Next look for blown or cracked hoses - like the one running from throttle body to blow off valve. Just replaced that on mine - it was ruined. Might be a frozen BOV as well.
Next, make sure the AMM has a solid electrical connection - check the whole wiring harness that plugs into it. Might have also broken the diode inside of the AMM. Would know by swapping in a known good one.
Also while you are at it, try spraying carb cleaner all through the throttle body. That gets real cruddy after a while.
When is the last time you changed your fuel filter?
