The 3 minutes is the time the ECU waits to go from open loop mode, where it has preprogrammed ratio of injector pulse length to inlet air flow, to closed loop mode, where it uses the O2 sensor for feedback for trimming injector pulse width.
Have you checked the adjustment on the AMM when the engine is warmed up? You probably know this, so forgive me if I'm telling you old info ... The adjustment screw on the LH 2.2 AMMs should be adjusted so the O2 sensor output should vary between 0.3 volts and 0.7 volts or so once a second. This is with the sensor connected to the wiring harness and a high impedance VOM going from the sensor connector to ground.
