I can't think of any relay in a Saab with only 3 terminals... certainly not one that would cause a no-start - and specifically a no-spark. There are only one or two relays involved in that circuit, and I'm pretty sure just one - the beefy, 4-prong Ignition Lock Relay.
There are three main relay locations - the box under the hood, the cluster by the driver's knee, and the pair of relays by the fuel injection ECU. The fuse box is easy to check - look for missing relays. The knee relays are of no consequence here (it's wipers and cruise control and turn signals) and the fuel injection ECUs are tough to see but easy to feel - and neither of them are 3-prong. The symptom of missing/bad ECU relays would be no fuel pump action or no injector pulses.
