Um, not sure what that particular pin carries but obviously the current was enough to make it pretty hot. If it were me, I'd just nip off the wires at either connector, strip, and pass a same-gauge jumper wire thru the bulkhead and crimp connect or solder and shrink-wrap onto the originals on either side. Or crimp a freestanding bullet connector of same size on the jumper, with receptacle crimped on other wire.
As to special tool, the locking idea is a little spring-brass tongue on the side of the bullet that pops out once it's deep enough into the connector and prevents pulling back out.
Stick some kind of blade down in from the bullet end, maybe a tiny jeweler's screwdriver, and feel around and you should hit the tongue eventually and trig it. There's usually a little recess at the point where the tongue is.
The nylon of the connector block has been heated so much I'm not sure I'd trust it to hold even a brand new bullet connector snugly in place; the nylon may not be solid enough for the little spring tongue to get a good bite on, or may be deformed back away from where it should stop at.
