I used Frederick's link to foto sharing site and clicked on second pic at top, and what I'm seeing looks like the steel made nut has cracked free of the body sheet metal. And Frederick said he can't show the second nut. If it too has also cracked free, maybe he can hold onto them with vise grips as someone else turns the bolt, and reinstall the pile of shims he found. Oil the bolt threads, I'd say, but rust didn't look too severe. Or, cut off the bolts, get new ones, and good nuts, and install those.
I've been in that area before but don't remember the lay of things well. I do remember rust on the exposed ends of the threads of those bolts, past the nuts, and cleaning it off with a power wire wheel on a grinder before reassembling.
