Sure you can, get a ratcheting box wrench. There's more than enough room to use that on the lower bolt.
I've used a regular socket wrench on the lower bolt when I was removing one at a pick-n-pull for AKA Arabiflora, and used the same socket wrench to swap out the one on my '89 when I replaced the bushing.
If somebody put a larger, non-standard oil filter on the car, that might take away some of the room that you need to wrench on the bolt. It might be necessary to remove the oil filter to access it if a longer filter has been installed.
Looking at the picture you posted, the A-Arm mount looks pretty well beaten up. Check it for cracks.
