Sorry I couldn't get around to this sooner but I don't have any really good answers for you anyway. I suspect that you have sticking valves in the valve body. I don't get the impression you have a pump problem but won't rule it out. Have you checked the bolts that fix the valve body to the case for torque. If you have the Saab manual you can identify those and check their tightness. Ideally you need an inch pound torque wrench but if they are loose just carefully "snugging them up" will probably do the job. I don't think the FA fluid is involved but I've never used it in a T37. Unfortunately when the T37 wears as a result of high mileage it has several parts that like to shed fine metal particles which jam the valves and governor. You can clean or even replace those but the source of the particles will persist and so will the problem. So check those bolt's torque values and maybe that will get it going. Also be sure all the pipes are securely connected. If the front pan is bent the pipes may be dislodged, the pan actually secures some of them when it's installed.
