have you done electrical tests on the sender? I mean, the primary thing is to figure out if it's the sender or the wiring. Are the senders you've tried new or used? I had a car that would not work at all below 1/4 tank, which I attributed to varnishing of the nickel wire, from being parked long term before I bought it. Not likely the issue if you've tried a new one...
