Why wouldn't it be a bad vacuum line? It seems this is very common with these - - I have seen the hoses on the clutch and brake cutoff switches down under the dash, with no sun or engine heat to degrade them, cracked open at the ends and pulling off, on several cars at junkyards. I'd get on my head with a bright light and look up there first of all - - or use a mirror.
Those hoses are bent in pretty tight radius curves, that I think helps make them crack apart.
Eeuro sells Wurth brand vacuum line, by the foot, good quality.
