Easy to check for vacuum leaks by pulling the line off at left front fender and sucking on it to see if the throttle body linkage moves. If it moves and stays put when sealed, you don't have a vacuum problem. After that it is either the pedal switches under the dash or the ECU. I'd check the ECU next since they often fail from cold or crystallized solder joints on the circuit board. Swap it with a known good one. If you don't have a functional spare, open up the ECU canister and slide out the circuit board and try baking your old one in the oven at 375˚ for 8-10 minutes to re-new the solder joints. I've repaired three of them in this manner along with a wiper delay relay and central locking ECU. Sounds weird but it does work.
