The black wire is just ground and the yellow/white wire is from pin 12 of the APC computer and provides a pulsed signal of 12 hertz. The pulse ratio (energized/de-energized) of the signal varies and as it increases it holds the valve open more than closed (per pulse). You can connect a small LED to the circuit and maybe see the pulsing. without an oscilloscope or pulse/ratio meter you won't be able to visualize and time the pulse but if you can see a flickering of an LED at idle it's probably safe to assume the APC system is functional. Another technique would be to connect the wires to a known good APC solenoid valve and see how the flow of air through it changes as you pressurize the transducer (under the dash). If you have a pulse/ratio meter just connect it between the yellow/white wire and ground and see what it says.
