Dan,
I'd try plugging the battery back on (take care about the alt cable not to ground it - or you'll have fynny fireworks there) and first checking what does it look like on APC ECU side. Then, I would play with the pressure on the pressure sensor (a good known fella with a syringe and a silicone hose is a good tip to have; I believe finding some good used syringes shouldn't be a problem for you right now) and knocking around the knock sensor (another good fella with a small hammer is another good tip). You'll have to see whether any of those actions change APC solenoid signal duty cycle.
But you should take my advice with a grain of salt: APC ECU may need a live RPM signal to change solenoid signal duty cycle according to pressure sensor and knock sensor signals. And I can't say for sure if it does need it or not, sorry.
Or you can trace all the system and rely on the assumption that if everything is in place and you find necessary voltages at necessary locations, then it must work.
