and want to save the bolt, I'd suggest using a Dremel or 4" grinder to cut away the lower eye of the shock and get as much of the rubber out of the way as possible. Then cut away at the sleeve to get the bolt to start to move in the sleeve.
There's not a heck of a lot of room down there and working on your back with sparks raining down on your eyes isn't a lot of fun, but that will probably work.
If you don't want to save the bolt, you can drill through the eye of the shock into the sleeve and get some more PB Blaster into the sleeve. That might help get the bolt to turn in the sleeve.
The sleeve on stock shocks has serrations that bite into the sides of the trailing arm then the bolt is tightened. Maybe there's room to get a large C-clamp in there and tighten it to get the teeth on the sleeve to bite.
