From what I remember, the fog relay is triggered by the headlight switch (only come on with the headlights on) and *grounded* via the high-beam filament. This means that when the high beams are energized, there is no ground for the fog light relay, and the fogs turn off.

The bentley diagram should have a number next to the wire as it enters the switch - and that terminal number should correspond to a number on the back of the switch.
