Fog Lights only work on accessory position '88 Turbo

Installed OEM foglights on my '88 Turbo - and they only work when ignition switch is in the accessory position!? In other words, the position where you can just listen to the radio. I had to take dash out a while ago to repair
heater control valve (that was the worst project I have ever done on a Saab, by the way)and wires came off back of headlight switch. I believe I have them all in the right spot and on the correct terminals. But I had a no parking light problem because a wire was on the wrong terminal on the back of the headlight switch. Does anyone know if there is a single wire that would be for the fog lights on the headlight switch and what color and what location should it be on? Looks like wiring diagram in Bentley shows it to be a green/white wire but can't tell which terminal it goes on.
Otherwise any other idea on what might be causing it? I put a brand new fog light relay in and still only works on the accessory position.
