Not likely that a stack shim problem would have that particular effect. You actually are describing exactly what happens if the shift coupling is adjusted so as to shorten the total length of the linkage excessively. So loosen the coupling pinch bolt and withdraw the rod some. Of course to get it really right the correct technique is to use two pins and do the adjustment in third gear as per the manual.
