Sounds like the float in the sender is stuck half way up. They can be taken apart but you also can drill a 1/4 " hole in the side to take a look or stick a point in to get the float to slide. PB Blast it then shake it up and down. Plug it in out of the tank with the key on and tilt the sender 180 degrees. It should move the gauge needle and turn on the reserve light.
