Hey Ken-
There's a lot of material on smogging and smog prep in these archives.
It seems the typical approach includes a tuneup (plugs, cap, rotor, new filters), oil change, maybe a higher-alcohol gas brand (76 Station), check timing.
Then you can start creeping up in procedures: checking/verifying leak-free exhaust circuit (front to back), checking AMM for correct function, checking all rubber seals/grommets on the vacuum lines. Maybe a new 02 sensor. Maybe a new catalytic converter.
The numbers on my 900s have always been just fine for the HC and CO categories. NOX has sometimes been a challenge.
Recently I swapped in new injectors on my 92 900S along with a brand new catalytic converter (after the typical approach steps).
Two years ago my (92 900) NOX number was about five digits beneath the fail mark; I barely passed. After the injectors and new cat this past spring, my NOX was 2-5 units measured. A surprising difference after just these two changes.
My 87 turbo is always a little tougher to pass. Standard prep with also a new cat still produced some problems for the Star-certified smog station this past spring. They futzed with my throttle-position switch and moved some vacuum connections around and then it passed.
I'm not sure how to improve your low-speed HC numbers. But there's lots to read here.
