Sounds quite similar to my car, and I concur with the other posters that it is the accumulator. Your pump should not come on with every push of the pedal. I got mine from ebay, AC Delco part number 25528382, did it myself with not much problem. Look on the board here for instructions. I removed the proper fuse instead of disconnecting the battery, pumped it like 50 times, and barely a drop came out when I disconnected it. Mine came off easy, unlike some horror stories I read. 8mm Allen to remove it, used a breaker bar. Others did not bother with the 'diffuser', but I put mine in. Good luck!
