Removing the reverse lock out would require removing the shift console. Once its out the reverse lock lever is held in the console by a spring clip. Not too hard to get the lever out at that point. The local retired Saab mechanic would recommend pouring a small amount of boiling water thru the lock cylinder as the first possibility. That has freed a lot of gummy lock cylinders.
