Check the connector down deep and see if there is any corrosion. You might check continuity as well to see if the wire is broken in some spot, but I would guess not since it finally settles down.
I wonder if the ELCD is letting air through the solenoid until it "wakes up" and therefore, is creating a vacuum leak until it starts to cycle. You might just plug it and see how it reacts when it's cold in the AM to see if the idle goes normal.
Other than that, you might put the NTC in the freezer and check the resistance, then wait for it to come to room temp and check it again. There is a chart in Bentley that tells resistance vs temp so you could plot your own curve to see if the sensor is mapping correctly.
