Our '90 c900t had a similar issue. New plugs gapped correctly, wires, cap, rotor and setting the timing along with sealing a throttle body vacuum leak fixed it. The prime suspect was resistor spark plugs with cracked insulators and timing out of spec. If all good and the distributor advance is OK, check the large hoses for cracks or loose clamps causing an intake pressure leak opening up at high boost. Or, maybe the APC system is doing a proper job of protecting your engine? But, you would see that and pressure leaks on the boost gauge...
