You may have a partly loose piece of hose rubber (or other crud) which moves into a position to block the line under a quick stab at the pedal, but lets a little bit of fluid through when pushed gently. I had to do a temporary roadside repair of that sort of problem once when the right front brake started dragging badly on a faculty van on the way back from a beginning-of-academic-year retreat for department chairs. It embarrassed the heck out of all those chemistry and physics types to have to be rescued by a Latin/Greek professor.
