removing outermost piston (be prepared to catch it when spring ejects it) and seeing if you can depress the deeper piston with a long screwdriver, being careful not to scratch cylinder bore. Deeper piston is restrained in bore by a stop pin that is inserted underneath reservoir seal of deeper piston feed spigot. This stop pin should be located in the thin piston section between two seal lands of the deeper piston. Possibly this stop pin is misplaced. The deeper piston could be rusted to bore, which can happen to NOS (new old stock) hydraulics being on shelf too long. If it's rust, return for refund/replacement.
