Check your emissions sticker on the driver's side wheel arch. The vacuum routing is shown there. Since it is a '90, it may have an EGR system and that line goes to the EGR pressure valve. If the EGR system was removed, that line's port should be plugged. If the EGR system was removed by a dealer or Indy, there should be a recall notice (281) sticker and a revised emissions sticker showing the system with no EGR components. The Service kit for 1990 was part number 93 21 803. It included a Fuel Injection ECU, a plate, gasket and two bolts to seal the EGR valve mounting, a plug for the exhaust manifold opening, two rubber plugs (one of which is intended for the port in your picture and the other for the turbo pressure pipe) and an emissions sticker. The part number for the 1990/50 State EGR Emissions sticker is 41 57 749. The replacement is 43 92 700 (as far as I know - there may be other equivalents.) Warning! If you wish to smog a EGR-removed Saab c900t in California, you must have the revised emissions sticker or it will not pass visual examination - even if the small 281 recall sticker is present.
