My favorite tool to take coarse rust off metal parts is an 8" wire wheel on a bench grinder. Over and over, from different angles, pushing hard into the bristles till it's pretty well all gone. Then if important it be totally rust free you can try acid or that phosphate-chromate acid stuff body shops prep bare metal with.
For parts on the car like brake calipers I use a coarse-wire, cup-shaped knotted wire brush in a high speed air grinder or in a tool like a roto-zip. Chuck it up close, you don't want the shaft sticking out much or it might bend itself, from running even slightly out of balance at high speed. Use a router speed controller on the roto-zip to keep speed at safe level.
