One could also say its a shield for the returning hot power steering fluid so upon entering the tank it hits the shield and then gets dispersed around the entire tank mixing with the cold fluid before it's sucked back down thru the power steering feed hose. With out the shield hot fluid would enter the tank and immediately rout to the inlet feed hose sending hot power steering fluid to the pump which would shorten the life of the pump.
Don't get me wrong the fluid going to the pump is hot even after mixing with all the fluid in the tank by hitting the shield. I'm talking about fluid broiling hot going to the pump with out the shield.
