No voltage at fuse 30 while cranking is a problem. Fuse 30 is powered directly from terminal 87B of the fuel pump relay. I'd suggest hot wiring the pump so it runs constantly and then try starting the car. You say the pump only ran for about 20 seconds when hot wired and that is also a problem but I'd try it again, the pump can be hard to hear and changes it's tone once the system is pressurized. Fuse 30 must get power from the relay and the pump must run whenever fuse 30 is hot. Before going too deep in the electrical system it's worth considering whether the pump check valve is stuck and the no start was due to the system losing pressure overnight and it might have started if you had cranked it long enough. You can also test for that by hot wiring the pump for a minute or so before cranking.
