That's a good place to "start".... check the fuel pressure by following the instructions in the 8V Bentley. See if the pump is really pushing fuel instead of making noise. There is a pre pump motor as well inside the fuel pump I recall. Perhaps the main pump is working but not the pre pump.
The accumulator probably isn't available any longer, but you might be able to use a Volvo that is. Just as long as the thread geometry fits on the circuit, and it can be securely mounted you're good.....
Did you check to see the volume of fuel that the fuel pump was delivering? A 30 second test is needed to see if all the injectors are functioning in a similar manner.
Back to the fuel pressure test.....you need high pressure pumps to run CIS -- so if the pressure isn't in the 60s, it might not be able to deliver enough fuel to start the engine.
Also you might check the cold start valve and see if it operates. I took a few to guy that had a Bosch test machine to see if they operated.
