ok, I read it as following:
- the ECU is trying to set operating point based on some pre-determined values stored in RAM/EEPROM and fails
- it's trying to compensate operating point runaway and fails
- it finally twists the knobs all the way clockwise, but it appears to be way too much and it thinks OMG-OMG-OMG!!!11one and starts turning the compensating knobs back anti-clockwise
- and it fails, RPMs are still too high! it cuts the compensating knobs all the way down to the negative limit permitted...
- ... and now the engine finally drops its RPM, but too much. ECU thinks gammit!!!!!!!!!111111111oneoneoneoneoneone

This sounds like sticky IAC or weak IAC current or fooled EFI ECU to me.
As for drivability issue, I read it as fuel enrichment not happening upon abrupt throttle open which means either TPS faulty (or bad signal ground, or TPS wiring issue), or FPR faulty, or fuel pump/injectors faulty, or EFI ECU faulty.
