But Marcus, I'm a little shaky on the details.
I bought a dirt cheap front axle from Rock Auto and what arrived was "new old stock," brand-new but beat up. Loose needles fell out of the box and it seems it had been dropped.
What I found was there's a little sheet metal ring top and bottom of the neecles, that has a raised lip down into which the ends of the needles fit. What you call the outer ring. Then the clip.
On the axle I got, that ring was cracked. So it let the needles fall out once the race or roller was removed.
I figured I didn't have any real wear problems with the old axle's inner end so I scavenged the ring and needles from that and installed them on the new axle.
How I did it was, using grease as glue, stuck them into place on the tripod, slid the roller on, then slid the outer ring down over the top ends of the needles and installed the clip.
I think maybe some of your needles aren't tucked down into the lower ring so they're standing too tall for the upper ring to go on all the way? That happened to me on my first attempt.
