Ray, your comment exactly describes the situation with the bottom ring, needles, race, top ring (outer ring) and the little clip, with one exception.
I have a brand new tripod to compare to. On both of my tripod bearings, the needles lie next to the retainer rings, without extending inside these rings. The outer ring on the tripod I have assembled, extends exactly as far as the outer ring on the new, fully assembled tripod. Even on the new tripod, I can see that the small end clip lies buried underneath the slight overhang of the outer circumference of the outer ring. This space is just a wee bit too narrow for the diameter of the outer clip.
I am considering bringing it to a local machine shop to have it pressed in place. Very puzzling.
