The 'T' splits the engine vacuum between the inlet source and the resevoir in the truck (assuming you have a vert). I'd check inlet connection under the air intake box-might need a mirror there- and where it connects to the resevoir first. Those little reducer rubber connectors can crack. And as you stated the check valve needs to be good. If any of those parts are bad or weak you could have some vacuum loss that would give you just partial function. Enough to make the woosh sound but not enough to power all the dashpots. I'd do that before I'd start going into the dash.
