HVAC ventilation selector non-functioning....

I noticed today the HVAC selection switch is not working. There's that definite 'swoosh' sound of the vacuum assisted (I think it's vacuum assisted, correct me if I'm wrong) system that sets the valves between dashboard, floor, mix, and defogging. The valve appears to be stuck on the defogger/floor setting (with some air coming out of the corner vents as it should). What is the most-likely broken piece, so I can order it? I know there is a connecting rod from the switch to the heater control valve. Both cold AC and hot air, recirculated & outside air blow when selected--so I can rule those out as contributors to the problem.
I'm becoming somewhat more confident of tackling jobs like this on my own...I have a Haynes manual, and now I have an indoor place to do the work.
Lastly, what is that vacuum line coming off the intake manifold, that goes through a check valve and then to a T-shaped vacuum line at the top of the firewall? Since it goes left and right along the base of the windshield, I'm guessing that it's for both the HVAC controls and maybe the cruise control?
If this vacuum line I'm mentioning is HVAC-related, I wonder if the check valve has failed, or there's a leak in the line--the hose itself is somewhat dry-rotted...so maybe there's not enough suction for the system to work?
