No HVAC control lights - rheostat bypass?

Hi guys, it's been a while... still plugging away at the Saabs.
1991 900 SE with 222k miles. Dash lights are out behind the HVAC controls. All three bulbs are good and the test light shows no power coming to them. The rheostat under the headlight switch shows power. Fuse is good (might have checked the wrong one).
Can't seem to find a wiring diagram for these lights in the Bentley - all it shows is combined instruments which seems to be the instrument cluster. All of those lights are working fine.
Can I stick in a jumper and bypass the rheostat? I would imagine it would just blow the fuse if it were problematic. Any other suggestions?
