The '92-'94 CC ECU's are prone to failure. You can re-solder them by hand(tedious) or baking for 10minutes at 375F(easier) or spend $$ for a refurbished replacement. The best fix is to retrofit an older CC ECU which are cheap from the boneyard or another Saab enthusiast. You can find instructions here:

I've done several and they have been working flawlessly for several years and serious miles in various conditions. After re-soldering, baking, replacing multiple times I can unequivocally say this is THE fix. It is a PITA and time consuming to get to the ECU so fixing it permanently once and for all is very desirable.
