So, having had an 88 Turbo as well as other 900's that have had the same issues, here is my take on how to at least try to rectify. Goes along with what other posts have said but with a few additional items.
I will assume you have checked ALL vacuum hoses, especially as Landjet mentioned...the two on the AIC valve...., made sure the air filter top and snorkel are correctly attached and the AMM hoses are in the little notch on the AMM and tight. Remember, these cars are the absolute worst with vacuum leaks.
First, by cleaning your AIC Valve you have either cleansed it to the point that it is working correctly and everything else needs to be reset or, as happened in my case, you have screwed it up. Some piece wil tell you this cannot happen. It can. Original to the car? Time to go if mileage is high! Fairly inexpensive part. Replacement is a new Bosch unit. Try Eeuroparts or your local higher end auto parts store that sells Bosch. Went to Carquest for my last one. $125 if I remember. Great starting point as you now know it is new!
Second, change out the white/grey PCV valve on top of the valve cover. I use the Piersburg original offered on Ebay or Eeuro. Little more expensive but factory correct. Maybe $30. Same as before. New!
Next, if you can correctly set the idle using the Bentley manual or searching posts on this site by adjusting the throttle cable, set screw etc. then great. Since you have posted that you have messed around with it and it is not working, it is time to seek a professional.
I tried this a few times and could not get it exact so I went to my independent Saab repair shop. Best 1/2 hour of labor I ever spent. Not a big deal as I had already done the AIC replacment and PCV valve. Has been pretty much rock solid ever since with a hiccup now and then which I live with....maybe a slight surge if I have to slam the throttle shut. On a 20+ year old car sometimes perfection is something that is 99%!
Lastly, and I have done this with all three of my present 900's, is to find a shop that does the BG air induction service. Not the shank version where they dump BG 44K in your tank and call if a day. You want to have the one where they hang the metal dispenser on the hood and slowly drip in the cleaning fluid. Was remarkable what is expelled through the exhaust. I di this on my CE with 165K miles, my other 93 with about the same mileage and my SPG which I did at 39K a few months back. Makes a huge difference. Do this BEFORE you buy the new AIC.
If, and I cannot stress the IF enough as it is highly unlikely as you busted any computer parts or the AMM when you were cleaning anything, the problem could be a faulty computer etc. Very very rare though.
