Are you in and/or did the car come from a rust belt state?

If so check the control arm mounting points up front for structural rust. If you care about other areas, check door bottoms and rear drain areas near spare tire. Also check floor pan area in drivers side foot well. All known trouble spots for rust.

Check coolant to see if oil is mixing. Check engine oil to see if coolant is mixing.

If automatic transmission check and smell fluid. Check tailpipe for white or blue smoke.

If 5-speed manual, find a hill and reverse up it to determine if reverse gear is weak/popping out of gear.

Check for leaking power steering rack and condition of all boots.

3k would be a little on the high side for me unless it was really exceptional. I'd pay more like 2k. After all brakes are important.
