What it sounds like to me is there's low oil pressure to the oil gallery that feeds all the intake lifters.
They each should be constantly getting pumped up by oil being fed to them, as they go up and down.
I can't think how that gallery could get plugged but I guess if something somehow got down inside or in the motor interior somewhere it could block things off. Did you pack the oil pump with vaseline on reassembly? I've never heard of it blocking things but I guess there's a chance.
First check oil pressure, if that's good then maybe you could drain the oil and run it for a while at idle with automatic transmission fluid in the motor instead. It's high-detergent and might clear out something.
Is the filter new?
Maybe if you took things apart yet again you could back-blow some compressed air down the oil gallery, with one lifter out to give you access. You'll see a port partway down in the lifter bore. I have put a piece of clear poly tubing over the tip of a blow gun before, and razor-cut its end on a bias, then you can kiss up to the hole with that and pull the trigger and blast away.
Or instead of all the above just let the engine idle for a while, till it gets up to temp. If it is vaseline that will give it a chance to melt. Clattering lifters for a short spell like that shouldn't do any harm.
