Thanks for the suggestions.

I shook the wheels and they didn't seem to have any play. Didn't do the axle vs. the driver but I think the noise I'm hearing is from a bearing.

I think the only possibilities left are:
driver bearings
wheel bearings
or pinion bearings.

Not sure about the pinion bearings but I think they always turn with the wheels.
