First rather than guessing:
1. Measure the fuel pressure/and delivery rate at the rail -- follow Bentley
2. Measure intake manifold vacuum.
3. Get read out of built-in CPU diagnostics using check engine light.
4. If your fuel is OK and you are not running lean due to unmeasured air coming in from cracked or disconnected hoses the look at ignition system.
5. It is not uncommon that a faulty crank sensor (mounted in the distributor on Turbo's) may cause an overly advanced timing that would lead to engine knocking which the knock sensor will recognize and the CPU will retard the ignition substantially trying to compensate and protect the engine. Which will cause significant hesitation, particularly when the engine is at load -- i.e. going up an incline.
6. As far as voltage, measure with DVM at the battery -- engine running S/B 13.4 - 14.3 depending on which regulator the Alt. has mounted.
