Wow - a 2v voltage drop across a few feet of cable is pretty impressive! There is a short cable that runs directly between the alternator and starter, and a longer cable that runs between starter and battery. I would try your voltmeter on that starter lug and see what you read there, to narrow down which section of cable is having the problem. Since your starter is turning slower, it's likely the longer section.
Battery cable *does* go bad over time. Corrosion and wear on the cable and the terminals will cause this sort of behavior. Honestly, I haven't seen a c900 in probably five or ten years that doesn't benefit from replacing the battery cables, yours could very well be due.
