I agree, as Justin indicated, it is not the starter. The starter isn't part of charging circuit. Once you release the key, the starter is out of it.
Ok, you say you tested your alternator with the engine off and it reads B+. This isn't really testing the alternator, just the battery connection between the battery, the alternator and grnd (return path to battery). If you really want think the alternator is the problem, I would have it tested at an auto parts store. I don't think it is if it's generating 14v.
Don't replace the starter unless you have it tested and the test indicates it is bad.
You've indicated that a lot of the wires have been replaced? Are you certain they have all been reconnected correctly (no insult intended, we all make mistakes).
My 88 Saab doesn't have a gauge but a light, so I'm unfamiliar with the 86. Was the gauge an add on and if you have a light, does it work. I recall an issue with no charge caused by the light.
Here's a link http://www.swedishwrench.com/battery.htm that discusses saab alternator and battery problems. You may find that you've done all this, but it may jog a step you hadn't thought of. Pay attention to the alternator field voltage test.
