I'm not sure what you're looking for here...
Any used car is worth exactly what someone will pay. As a seller you can choose what you'll accept, and as a buyer you can choose what you'll pay. If the two numbers meet, a sale occurs. If they don't, no sale happens. If the car you're talking about is too much, buy a different car. If there is no different car, then you either don't get one or you pay more than you initially wanted to. Kinda that simple...
