We don't have state safety inspections in CO (thank goodness) but when I lived in NY state in the 70s where they do have state inspections I can recollect stuffing a bunch of packing material behind the headlights so they would pass the inspection.

But I don't know how the guy driving the 900 could see the road and it looked like the headlights have a pretty good coating of road chemicals.
