You need to remember the crankshaft is what drives the cam sprockets. If you are rotating by the cam sprockets you need to be sure to take the slack out of the chain on the side without the tensioner when checking the mark alignments. You also need to be sure the flywheel/crankshaft is at the 0 timing mark. The cam has valve spring pressure on it, it may have a tendency to rotate when the chain is slack. You need to get the mechanical cam timing to spec and your idle should be smooth. Set the ignition timing using a timing light and adjusting the distributor.
