The crankshaft is what turns the cams, so be sure you are taking the slack out of the timing chain in the same direction as the crankshaft would. If you are turning the engine with the cams, then you are not simulating the crankshaft and will have an offset in the mechanical timing. Tell us the method you are using to rotate the motor. It is not easy to turn the crank by the front pulley bolt or the flywheel, unless you are moving it using the starter motor or a few teeth at a time using the flywheel.
